How many ad creatives does a campaign need each month?

What is an ad creative?
An ad creative is the content people see: the video, image, text and call to action. Change the hook or the length, and you have a new creative.
This matters because platforms now do most of the targeting for you. Your creative is now the main lever you control.
What is creative fatigue?
Creative fatigue is when an ad stops working because the same people have seen it too many times. Clicks drop, and the cost per result rises.
- Meta shows a "Creative fatigue" label in Ads Manager when an ad's cost per result is at least twice as high as before, and "Creative limited" when it is higher but less than double (as explained by Jon Loomer, citing Meta).
- TikTok recommends refreshing creatives when results show a steady decline or when daily new users are low (TikTok Business Help Center).
- TikTok's creative guide notes that even a new opening or caption can bring performance back.
Signs of fatigue to watch weekly
- Frequency rising (the same person sees the ad again and again).
- Click through rate falling for 5 to 7 days in a row.
- Cost per result rising while audience and budget stay the same.
What do Meta and TikTok recommend?
| Creatives per group | When to refresh | |
|---|---|---|
| Meta | 6 or fewer ads per ad set; above 6 there is little extra benefit (Meta Business Help Center). Advantage+ shopping campaigns are an exception. | When Ads Manager flags creative fatigue or creative limited |
| TikTok | 3 to 5 creatives per ad group, and 3 to 5 ad groups per campaign (TikTok Business Help Center) | When delivery results decline steadily; add new creatives to the existing ad group |
TikTok also advises adding new creatives to an existing ad group, instead of opening a new one, to extend its life.
One more rule shapes the numbers. Meta's learning phase needs about 50 optimization events, like purchases or sign ups, within 7 days for an ad set to stabilize (Meta, cited by Lebesgue). Too many ads in one small budget split those events too thin.
How many new ad creatives does your budget need?
Use this as a starting point. It is our working formula, not a platform rule.
New test creatives per month = (monthly budget x testing share) ÷ (target cost per result x 5)
- Testing share: 20% of budget is a good default.
- Target cost per result: your target cost per purchase, lead or install.
- x 5: we give each test creative enough spend to get about 5 results before judging it.
Example: a monthly budget of USD 10,000, a target cost per lead of USD 20. Testing budget is USD 2,000. Each test needs about USD 100. That is about 20 new creatives per month.
| Testing budget (20%) | New creatives per month | |
|---|---|---|
| USD 3,000 monthly | USD 600 | About 6 |
| USD 10,000 monthly | USD 2,000 | About 20 |
| USD 30,000 monthly | USD 6,000 | About 60 |
The table assumes a USD 20 target cost per result. If your target cost is higher, you need fewer creatives. If it is lower, you can test more. Remember that one shoot can feed many creatives through hooks and cutdowns.
Seasons change the math. Before Ramadan, White Friday or back to school, plan a bigger creative batch. Audiences see more ads in these weeks, so fatigue comes faster.
A testing plan you can run every month
- Week 1: launch 3 to 5 new concepts. A concept is a different idea or angle, not just a new colour.
- Week 2: keep the top one or two. Turn off clear losers.
- Week 3: make variations of winners: three new hooks, a shorter cut, a different CTA.
- Week 4: move proven winners into your main scaling campaign. Brief next month's concepts based on what you learned.
- Every week: check frequency, click through rate and cost per result for fatigue.
Test one thing at a time when you can. If you change the hook, the offer and the length together, you will not know what worked.
Egypt vs Saudi Arabia vs UAE
- Egypt: lower costs per result often mean you can test more creatives with the same budget.
- Saudi Arabia: plan Saudi dialect and Saudi faces. Egyptian versions rarely perform as well for Saudi audiences.
- UAE: the audience is mixed. Plan Arabic and English versions, and sometimes more languages.
Running all three markets? Multiply your creative plan per language and dialect, not just per country.
How we plan creative volume at OneKind
Our performance team and creative team plan together. The media plan sets how many creatives we need, and the shoot is built to deliver them.
For a leading Egyptian fintech app, we ran more than 200 creative tests before scaling. We then produced 25 need based video cutdowns, each answering one user need. The app reached 1 million registered users in 9 months, 3 months ahead of plan, while customer acquisition cost fell about 43% in total.

FAQ
How many ads should be in one ad set?
Meta recommends 6 or fewer per ad set. TikTok suggests 3 to 5 creatives per ad group.
How often should I refresh ad creatives?
Refresh when results decline steadily or Meta flags creative fatigue. For active budgets, we add new creatives every week or two.
What is creative fatigue?
It is when people have seen your ad too often, so clicks fall and costs rise. Meta labels it when cost per result is at least double what it was.
Is a new hook enough to count as a new creative?
Yes. TikTok notes that even a new opening or caption can improve performance. New hooks are the cheapest way to refresh.
Do small budgets need many creatives?
No. With a small budget, run 3 to 5 strong creatives and add a few new ones each month, so each ad gets enough spend to learn.
