How to use Meta Ads Manager: a simple guide

Short answer

To use Meta Ads Manager (مدير اعلانات فيس بوك), build three levels: a campaign with one objective, an ad set with audience and budget, and an ad with creative. It is Meta's free ad tool for Facebook, Instagram, Messenger and WhatsApp. Keep targeting broad with Advantage+ audience and avoid big edits until ad sets get about 50 results a week.

How is a Meta ad account structured?

Meta organizes every ad in three levels (Meta Business Help Center). One campaign holds one or more ad sets. Each ad set holds one or more ads.

What you decide hereExample
CampaignObjective and buying type (most advertisers use auction)Sales campaign for Ramadan
Ad setAudience, placements, budget, schedule, optimization eventEgypt, ages 25 to 45, Advantage+ placements, daily budget in EGP
AdFormat, creative, text, link, Page and Instagram identityA 15 second Reel with an offer and a Shop Now button

Keep the structure simple. Fewer ad sets with more budget learn faster than many small ones.

Which campaign objective should you choose?

Meta now uses six simplified objectives (Meta Business Help Center). They replaced older ones like Conversions and Messages.

Use it when you wantReplaces older objectives
AwarenessThe most people to see and remember your adBrand awareness, Reach, Video views, Store traffic
TrafficVisits to your website or app, or chats on WhatsApp or MessengerTraffic, Messages
EngagementMessages, video views, post engagement, Page likesEngagement, Video views, Messages
LeadsSign ups via instant forms, messages, calls or your websiteLead generation, Messages
App promotionApp installs or actions inside your appApp installs
SalesPurchases or other valuable actions on your site, app or in chatConversions, Catalog sales

Choose the objective that matches the result you want to pay for. If you want sales, do not run Traffic and hope clicks turn into orders.

How do you set up a campaign, step by step?

  1. Open Ads Manager and click Create.
  2. Pick an objective. Sales, Leads and App promotion campaigns turn on Advantage+ campaign budget by default (Meta).
  3. Choose a budget: daily or lifetime. Advantage+ campaign budget sets one budget for the campaign and moves it to the ad sets with the best opportunities.
  4. At the ad set, choose the conversion location (website, app, WhatsApp, Messenger, instant form) and the optimization event, for example Purchase or Lead.
  5. Set the audience. Advantage+ audience is applied automatically when available. Use locations, minimum age, language and excluded custom audiences as controls.
  6. Leave placements on Advantage+ unless you have a clear reason to limit them.
  7. At the ad level, upload creative in vertical 9:16 and square formats, then write primary text, a headline and a call to action.
  8. Check that tracking points to your Pixel or dataset, then publish.

What is Advantage+ audience and should you use it?

Advantage+ audience lets Meta's AI find your buyers. Your age, gender and interest choices become suggestions, not hard limits (Meta). Meta says it typically gets better results than the original audience options.

Hard controls still apply: location, minimum age, language and excluded custom audiences. Use them for real rules, like serving only Riyadh or excluding current customers.

In our accounts, broad targeting with strong creative usually beats narrow interest stacks. The creative now does most of the targeting.

Why do you need the Meta Pixel and Conversions API?

The Meta Pixel is code on your website that tells Meta what people do, like add to cart or purchase. The Conversions API (CAPI) sends events from your server, so you lose fewer of them to browsers and ad blockers.

Meta recommends using both together (Meta Business Help Center). With the Meta enabled setup, events shared by both are deduplicated automatically.

  • Shopify, WooCommerce, Wix or BigCommerce: set up CAPI in a few clicks at no extra cost.
  • Other sites: use the Meta enabled Conversions API (web only, free, one click) or a partner like Google Tag Manager.
  • Custom builds: a direct integration; Meta estimates 2 to 4 weeks with a developer.
  • Apps: use the Meta SDK or an attribution tool such as AppsFlyer or Adjust.

What is the learning phase?

The learning phase is when Meta's system is still exploring how to deliver your ad set. Results swing and cost per result is usually higher (Meta).

Meta says an ad set usually exits learning after about 50 results in the week after its last significant edit. If it is unlikely to reach that, the status shows Learning limited.

Edits that restart learning (Meta)

  • Any change to targeting, creative or optimization event.
  • Adding a new ad to the ad set.
  • Changing the bid strategy.
  • Pausing the ad set for 7 days or more.
  • Big budget changes. Meta's example: $100 to $101 is unlikely to matter, $100 to $1,000 may restart learning.

To fix Learning limited, Meta suggests combining ad sets, widening the audience, raising the budget or bid, or optimizing for a more frequent event, like Add to cart instead of Purchase.

What are the most common mistakes, and what would we do instead?

Mistakes we see most

  • Boosting posts from the Page instead of building proper campaigns in Ads Manager.
  • Choosing Traffic or Engagement when the goal is sales or leads.
  • Too many small ad sets, so none reaches 50 results a week.
  • Editing every day and resetting learning.
  • No Pixel or CAPI, so Meta optimizes blind.
  • One creative for months. Tired creative raises costs; refresh it every few weeks.
  • Judging results in the first two or three days.

What we would do with a new account

  1. Fix tracking first: Pixel, CAPI, verified domain and the events that matter.
  2. Start with one campaign per goal and two or three ad sets at most.
  3. Test 4 to 6 creative angles, not 20 audience variations.
  4. Wait a full week before major changes.
  5. Scale winners gradually and keep fresh creative coming.

For a leading Egyptian fintech app, our performance team ran 200+ creative tests before scaling. Customer acquisition cost then fell by about 43% in total while spend grew.

FAQ

Is Meta Ads Manager free to use?

Yes. The tool is free; you only pay for the ads you run. You need a Facebook Page and a payment method on the ad account.

What is the difference between boosting a post and Ads Manager?

Boosting is a quick option from your Page with limited settings. Ads Manager gives full control over objectives, audiences, placements, budgets and tracking.

How long does the Meta learning phase last?

Usually until the ad set gets about 50 results in the week after its last significant edit (Meta). With low budgets or rare events it can stay Learning limited.

What budget do I need for Meta ads in Egypt?

Meta allows small daily budgets, but a useful budget is one that gets close to 50 results a week. Multiply your expected cost per result by 50, then divide by 7 for a daily budget.

Can I run WhatsApp ads from Meta Ads Manager?

Yes. Choose Traffic, Engagement, Leads or Sales and set WhatsApp as the conversion location. Chat based selling is common in Egypt and Saudi Arabia.
